I have a bird feeder positioned on a banister sticking out in to a court yard. How do I attract birds? No Luck!?

The feeder has been there for a couple of months and no birds have visited it.There isn't a tree or anything in the area. This is on the second floor of an apartment. Is there a particular feeder that is better?I have a bird feeder positioned on a banister sticking out in to a court yard. How do I attract birds? No Luck!?
Can you tie a small tree branch with many limbs (about 2' long) to the banister sticking out? If birds have a place to set they are more apt to find the feeder. Once they do find it they'll frequent it.I have a bird feeder positioned on a banister sticking out in to a court yard. How do I attract birds? No Luck!?
Is there any nearby place where it wouldn't be considered littering to scatter a little birdseed on the ground? If you could sort of make them a trail of little feeding places to draw them near to your feeder, they might find it.
Exactly what kind of seed/food are you offering? You need to see which types of birds frequent your area and then offer food appropriate to those bird species. You can put up a hummingbird feeder and offer sugar water, they will usually find it quickly due to the red coloring of the feeder, and being that hummingbirds are pretty widespread across the US...they should be existing in your area.
